General Direction

The General Direction ensures the sound administration of the South Shore Community Legal Centre and the legal aid network for the Montérégie region.

General Director

Me Isabelle Allard was admitted to the Quebec Bar in 1993. She then went on to successively work as a lawyer, Office Director and Assistant General Director at the Montreal Community Legal Centre. In August 2016, she was nominated Assistant General Director of the CCJRS and appointed General Director in October 2018. Me Allard has always been involved within the legal community, as reflected by the Montreal Bar’s Merit Award that she was bestowed in 2014. Me Allard has also lectured seminars within the Legal Aid network.


Mr. Valentin Bucicov, CPA

Mr. Valentin Bucicov, CPA

Director of financial and administrative services

Mr. Valentin Bucicov is a chartered professional accountant (CPA) since 2009. He holds a bachelor’s degree in accounting since 2002 and certificates from the HEC Montréal since 2005 and 2007.

Before joining CCJRS in 2023, Mr. Bucicov held key roles of financial and administrative services in various organizations of public and private sectors, more specifically, Transplant Québec, PBSC Urban Solutions Inc., Société de vélo en libre-service (BIXI), Groupe Bayard and Groupe Transat.

Mr. Bucicov is an accomplished and driven manager focussing on innovation benefiting the CCJRS mission and its employees acting with leadership based on proximity.


Me Mathieu Vespa

Corporate Secretary

Me Mathieu Vespa was admitted to the Quebec Bar in 2013. After beginning his practice in a firm specializing in medical and professional malpractice and working in three health and social services centres, Me Vespa joined the Centre communautaire juridique de la Rive-Sud in April 2022 as Director of the Longueuil office’s civil branch. In May 2023, Mr. Vespa was appointed Corporate Secretary of the CCJRS.

Compassionnate and rigorous, Me Vespa values cooperation and openmindedness when fulfilling his tasks. An avid lecturer, Me Vespa enthusiastically passes on his knowledge, having notably been invited by the judiciary to participate in the Court of Quebec’s Journées de droit civil on two occasions. Me Vespa also teaches administrative law and personal law at the Sherbrooke branch of the École du Barreau du Québec since 2019.
